As a SBA-certified woman-owned, small business, the firm has been awarded large trade-issue federal research contracts. The Project Administrative Manager will provide non-technical project management and administrative support services for the firm’s contracted projects. This includes new project activity start-up, schedule and budget monitoring, financial oversight, and close out. Responsible for firm’s monthly project reporting and invoicing including review of sub-consultants’ time and progress reporting, and review of third-party preparation of firm monthly invoices to client. Key Position Responsibilities
Work closely and effectively with the firm’s Chief Executive Officer (CEO) to ensure that the scope and direction of each project is on schedule and within budget;
Attend client PM meetings with CEO;
Develop individual and overall firm project schedules and tracking system. Monitor progress, identify potential problems and alert CEO with necessary changes;
Responsible for providing input of expenses and completion of monthly project and firm financials as the company’s daily liaison to the firm’s third-party accountant;
Ensure timely achievement of all administrative aspects of hiring and managing project consultants, including completion of federal forms, contracts and non-disclosure agreements; and provision and compliance with firm’s procedures for monthly invoicing, travel reimbursements, hours-tracking, and progress-reporting;
Oversee preparation of monthly invoices by reviewing in detail and providing recommendations for CEO approval of each consultant’s invoice and supporting reports. Initiate clarification discussions with consultants as necessary;
Manage all record keeping for contract-related correspondence and documentation;
File necessary regulatory reports pertinent to Federal Acquisition Regulations (FAR), Foreign Agent Registration Act (FARA) and Lobbying Disclosure Act (LDA);
Arrange meetings or teleconferences with clients, Congressional staff, and firm counterparts and prepares necessary preparatory materials; and
Assist in preparing and copy-editing proposals for new projects.
Depending on available time and experience in trade, person may:
Monitor trade-policy developments in Congress, federal agencies, and client countries;
Prepare U.S. import trade status and excel-based analyses using online data;
Write reports or presentations that include trade data and trends; and
Prepare or review clients’ advocacy documents to the U.S. government.
This is a full-time position in the firm’s office from 10a-6p. Benefits include health insurance, sick leave, vacation leave, and federal holidays. Salary based on experience.
Bachelor’s degree, with focus on business or finance management (Program Management, Business Management, Business Administration);
3-5 years of experience managing federal government contracts, including working with sub-consultants and accountants, as detailed in the responsibilities section above;
Experience in understanding profit/loss statements, monthly invoices, and other financial statements, and pinpointing problems they reveal;
Experience working in a small office environment; a self-starter, detail-oriented, energetic, very organized, and flexible to accommodate clients’ and others’ changes;
Clear understanding and experience in following the pertinent rules, regulations, and processes governing federal-agency contractors;
Excellent written and verbal communication skills;
Strong proficiency in Word, Excel, and PowerPoint, Dropbox, shared Google-drives, and other PM software;
Excellent client-facing and interpersonal communication skills; and
Strong organizational, PM and problem-solving skills.
PMP or CAPM certification
